The Parliamentary Budget Officer is mandated to support Canadian democracy by providing Parliament with analysis that supports the quality of parliamentary debate and promotes greater budget transparency and accountability. During election periods, the PBO’s mandate also includes costing election proposals made by political parties or independent members. The Office of the PBO operates under the Parliamentary Employment and Staff Relations Act (PESRA) and the Parliament of Canada Act and is independent of the executive branch of government.

The PBO is supported by a dedicated corporate services team. We are currently searching for a candidate to support their work as an Executive Assistant to the Parliamentary Budget Officer.

The Executive Assistant to the Parliamentary Budget Officer manages the Parliamentary Budget Officer's calendar and access, exercising sound judgment and discretion to prioritize competing demands and safeguard sensitive information. The position coordinates logistics for the Parliamentary Budget Officer's meetings and engagements, document routing and approvals, and provides reception and front-of-office services for the PBO, working closely with colleagues across a small corporate services team to ensure consistent, coordinated support. The position reports administratively to the Senior Director, Corporate Services, while providing direct executive support to the Parliamentary Budget Officer.

ESSENTIAL QUALIFICATIONS

Various Language Requirements:

  • Bilingual Imperative:

    • Reading comprehension: Superior level (C)

    • Written expression: Intermediate (B) or Superior level (C)

Education:

The candidate must:

  • have completed secondary school, supplemented by post-secondary training in office or business administration, or have an acceptable combination of education and experience.

Experience (Essential):

  • Experience providing administrative and executive support to a senior executive (DG, ADM, or equivalent).

  • Experience exercising a high degree of judgment and discretion to independently manage competing priorities and handle confidential or sensitive information.

  • Experience providing reception or front-of-office services in a professional environment.

  • Experience managing a complex calendar, including scheduling and prioritizing competing demands.

  • Experience drafting, formatting, and proofreading correspondence, reports, briefing notes, or other documents for senior executives.

  • Experience using Microsoft Office 365 applications (Outlook, Word, Excel, PowerPoint) and standard scheduling or correspondence management tools.

Experience (Asset):

  • Experience working in the administration of a Chamber of Parliament, a parliamentary institution, or the office of an Officer of Parliament.

  • Experience coordinating travel arrangements, including preparation of travel and hospitality expense claims.

  • Experience using AI tools to improve the efficiency, accuracy, or quality of administrative or correspondence work.

Knowledge, Abilities and Competencies:

  • Sound judgment and discretion in independently assessing and prioritizing competing demands on the Parliamentary Budget Officer's time, including situations involving parliamentarians, senior officials, and staff, and in handling sensitive or confidential information.
  • Ability to work collaboratively and effectively within a small corporate services team, including coordinating travel, hospitality, and administrative requirements for the Parliamentary Budget Officer, while supporting colleagues as needed.
  • Knowledge of the mandate, functions, and legislative framework of the PBO, including the Parliament of Canada Act.
  • Knowledge of the roles and protocols of other parliamentary offices and officials.
  • Knowledge of correspondence management principles, practices, and processes.
  • Client service orientation.
  • Ability to coordinate priorities and actions among corporate services and administrative colleagues to ensure timely and effective support to the Parliamentary Budget Officer, while managing multiple competing deadlines with minimal supervision.
  • Communication, clear and professional, orally and in writing, in both official languages.
  • Adaptability to shifting priorities and short-notice requirements arising from parliamentary business.
  • Attention to detail.

Operational Requirements:

  • Occasional overtime and variable hours on short notice may be required.
  • Willingness and ability to be present in the workplace a minimum of 4 days per week, given the position's front-of-office and reception responsibilities.

Condition of Employment:
