The Parliamentary Budget Office (PBO) is mandated to support Canadian democracy by providing Parliament with analysis that supports the quality of parliamentary debate and promotes greater budget transparency and accountability. During election periods, the PBO’s mandate also includes costing election proposals made by political parties or independent members. The PBO operates under the Parliamentary Employment and Staff Relations Act (PESRA) and the Parliament of Canada Act and is independent of the executive branch of government.
The PBO is supported by a dedicated corporate services team. We are currently searching for a candidate to support our work as a Developer, Data & Systems.
The Developer, Data & Systems plays a key role in designing, building, and supporting the backend systems, platforms, and integrations that power the PBO's web applications, digital services and datastores. As a member of a small and highly agile team, the incumbent collaborates closely with analysts to design, build, and maintain backend systems, APIs, and databases. They are a curious and resourceful problem solver who takes initiative, embraces continuous learning, and consistently applies secure development and cybersecurity practices. Comfortable working across backend development and modern deployment practices, they are motivated to broaden their expertise in web development, data engineering, and systems integration.

Experience participating in technical projects involving multiple stakeholders, deliverables and deadlines.
Experience designing, building, and maintaining complex web applications, APIs, and databases.
Experience building systems that ingest, process and output data from multiple sources and formats.
Experience using version control systems (e.g., Git) for collaborative development.
Experience applying cybersecurity practices (such as OWASP) to backend systems and data holdings.
Knowledge
Knowledge of software engineering principles and patterns.
Knowledge of web development technologies, practices and tools.
Knowledge of concepts related to modern web application frameworks.
Knowledge of best practices for designing/operating secure CI/CD pipelines.
Abilities
Ability to communicate effectively in both official languages.
Ability to design and build secure, scalable backend systems, APIs, and databases.
Ability to research, analyze, and interpret client requirements, in conjunction with identifying the constraints and opportunities presented by the existing technology environment.
Ability to produce clear technical documentation and training materials.
Ability to provide technical advice and assistance to development team members and end users of supported applications.

ASSET QUALIFICATIONS
If you possess any of the following qualifications, your application must also clearly explain how you meet them.
Asset experience
Experience developing Web applications with Laravel.
Experience exporting or formatting data for statistical tools and languages used by analysts (e.g., EViews, Stata, R, Python, SAS, PowerBI).
Experience with data engineering, including building data pipelines and cataloguing/documentation practices.
Experience architecting and designing systems that ingest, process, and output structured and unstructured data from various types and sources.
Experience applying secure software development lifecycle (SDLC) practices, including threat modeling, peer code reviews, and SAST/DAST.
Experience working in a regulated or audited environment (for example, government, financial services, or SOC 2 compliant environments).
Asset knowledge
Knowledge of Canadian parliamentary institutions, including the mandate, role and work of Officers of Parliament such as the PBO.
Knowledge of PHP 8 and Laravel.
Knowledge of data engineering principles and practices.
Asset abilities
Ability to advise analysts on data requirements and adapt delivery to their existing workflows.
Ability to conduct code reviews and security assessments and prioritize remediations based on risk.
Operational Requirements:
Occasional overtime and variable hours on short notice may be required.
Willingness and ability to be present in the workplace a minimum of 4 days per week.

Depending on the number of applications, a top-down selection process will most likely be applied during the screening stage of the process. Shortlisted candidates will be invited to complete an unsupervised practical development exercise between September 28 and October 4, 2026. Following the evaluation of these exercises, selected applicants will be invited to an in-person written exam and an interview scheduled between October 19 and October 23, 2026. Only those selected for further consideration will be contacted. All dates are subject to change.
